I'm going to file a change request for the Location backbone element in the Encounter resource definition. The element is named Location and has a property also called Location. While this property is a reference to an actual location, perhaps this could be resolved by renaming the backbone element to more specifically describe the data structure (it is not simply a reference to a location). @Brian Postlethwaite has this issue come up before?
