I would definitely favor a github-driven approach as it's more discoverable. It would make it easier to track issues and proposals as well as vote on them.

Personally, I think Zulip is being pushed way beyond what it was designed to handle, and there are lots and lots of discussions that are being lost here. So I'm all for more github driven development.
Have you seen the new GitHub repo tagging feature? Maybe we could advertise the FHIR tag page as a place to begin discovery of FHIR based projects?
