Yes, it's used extensively in the current implementation of implementation guides. Each of the guides that are part of the build has an instance of that resource that describes the overall contents of the guide.

The source IG definitions are in the source tree. <source>\guides\cqif\cqif.xml is one example.

Each of the guide directories has one though, so there are a lot of examples to look at.
