Is there a placeholder in the ExplanationOfBenefit Resource that would identify a claim as 'ITS Host' (our provider/not our member), 'ITS Home' (our member/not our provider) or 'Local' (our provider/our member)? If not, assuming I could use .information as a placeholder.

No. This seems like a determination made by the Payor? For reporting I would do as your suggest put in a .information element.
