no, it looks like you can't, so make a task for HAPI core on github (or a PR) so you can specify what format to use

I'm not sure whether I should create issue for HL7/fhir-ig-publisher or hapifhir/org.hl7.fhir.core since it looks like json format is supported in hapifhir/org.hl7.fhir.core and it's just about adding a parameter for publisher.jar
