The publishing process itself is a 3 step process:
# pre-process spreadsheets and logical models
# run the FHIR IG Publisher to validate all the resources & generate outputs and fragments
# run a web site build tool to generate the final IG from the fragments and page templates

Answered my own question, I think it does now given some text later - "once running, it: processes any spreadsheets, bundles, and logical models"

that is describing the 3 step process implemented by the IG publisher, not a 3 -step process for users of the IG publisher. you can update the wiki to make that clearer ifyou want
