I just stumbled upon http://hl7-fhir.github.io/resource.html#identifiers, isn't this what you are looking for?

So far we haven't had a use-case for business identifiers for IGs. If there is one, we could certainly define an extension.

We have identifiers (OIDs) for our "publications". For us, an ImplementationGuide is just another publication, so we'd like one.
