I couldn't find a defined CodeSystem URI for ICD-O-3 and i see the need to define this as it is a very important CS in the oncology space.
@May Terry @Halina Labikova @Mark Kramer did you create your own URI for icd-o-3 ?

I think the only official uri would be based on the "2.16.840.1.113883.6.43.1" oid. See https://www.hl7.org/documentcenter/public/standards/vocabulary/vocabulary_tables/infrastructure/vocabulary/voc_ExternalSystems.html

@Patrick Werner We did not use or assign a code system URL because we couldn't incorporate codes from ICD-O-3 for copyright reasons. It's a proprietary (and legacy, not being updated) vocabulary. We referred to ICD-O-3 only in our documentation.

In Germany the usage of ICD-O-3 is mandatory in the context of cancer registries. The license is distributed by the german DIMDI Institute.

Independently from the copyright reasons i think we should define an URI for icd-o-3. Snomed also has a URI and isn't public domain.

there's 2 different questions - we can assign a URI without copyright issues. It's including them in the IGs and/or supporting them in the publication system that requires copyright agreement

I don't think you can count on that. you can certainly create a task for vocab to consider it
