We want to use FHIR for CRUD a history for patient consent for geolocation tracking (opt-ins and opt-outs). Is there a suitable recourse for it?
There shall be a date and time, and if it is opt-in or opt-out.

I'm not sure I understand. You want to track changes in consent for geolocation data? If so, that can be done via the Consent resource, most easily if you use a versioning server. If you're looking to track consent for individual locations, that works as you can link consent to individual locations.
