If had to make a guess, "practitioner's office". But somewhere along the line the ' went through a ASCII/UTF-8/UTF-16/ASCII/xxxx shift incorrectly.

the HL7 terminology content has been through several rounds of mangling, and I'm still chasing down character encoding issues like that. please make a task to fix it
