Topic: HealthcareService vs. Location for Telecom+hours

For creating a healthcare service directory, HealthcareService and Location BOTH have telecom and hours of operation (Organization all has telecom).
I am trying to create rules about what the distinction is between having telecom/hours in either of those spots.
Are there some general guidelines available for what distinguishes whether to use HealthcareService vs. Location for telecom+hours? (or us both)?
