Yes, sorry... I've been asked to gather some information on implementing FHIR within an HIE, perhaps around orders-based workflows, but I'm having trouble finding anything. When I asked similar questions in the past (one was about Social Determinants of Health and I can't recall the other), I got responses suggesting some FHIR projects I should explore and it was very helpful.
Thanks for your response, and I'll try to learn a little first and then come back to this chatroom...

as Dave points out, the question is too open-ended... That said, IHE has defined an Document Sharing HIE that uses a set of FHIR Resources. This is outlined in the Mobile Health Document Sharing (MHDS) implementation guide.

There's a community of practice that has defined an HIE architecture based on IHE Profiles: OpenHIE (https://ohie.org/#arch). The latest version of this architecture is based on FHIR (and heavily references the MHDS profile).
