CCDA and FHIR are also HL7. I presume you mean converting HL7 v2 to C-CDA or FHIR?

If so, the answer is for C-CDA is "no". The answer for FHIR is "we're working on a base set of theoretical transforms, but you'll always have to adjust them to reflect the variations of the particular v2 system. (v2 implementations have quite a bit of variability.)
