GF#16941 points out that it is difficult to interpret a GuidanceResponse without reference to other resources, and the disposition is to add elements to enable standalone interpretation. Looking at this there are lots of options, up to and including adding all the elements of a RequestGroup to GuidanceResponse. Feedback/thoughts on what changes we should actually make to support this?
