Is it ok for the server's response to a capabilities operation to be a redirect? e.g. redirect to a registry of capabilities statement? The spec doesn't describe that, but it's not clear that this rules it out, since we kind of take the attitude that redirects are transparent

+1 for redirects. Can imagine a bunch of use cases where that could be useful... multitenancy hosting, health information exchanges, cluster management, etc.
