If you go to http://hl7.org/fhir/downloads.html, you'll see a list of reference implementations for a variety of languages. All are free and all can read and write FHIR instances.

that's a programming answer. If you're a user, not a programmer, then the answer is: there's no general tool that 'can read FHIR messages' - you'll have to be more specific about what you are asking for
