I can open the profiles published on hl7.org and Simplifier without any issues:
http://www.hl7.org/fhir/us/core/StructureDefinition-us-core-patient.xml
https://simplifier.net/US-Core/patient
I suggest you compare the online versions with your own local version to figure out what's wrong.
Or manually download to disk, then open from there. That should work.
