You're looking for two sets of tooling - profile authoring tools (e.g. Forge or Trifolia) and publication tools (e.g. the FHIR IGPublisher or Simplifier. I'd recommend starting with Simplifier as it's the most straightforward. If you need something more sophisticated, you can explore the other options.
