Looking at https://www.hl7.org/fhir/familymemberhistory.html and realizing that "performer" from the event pattern is missing. Is there a reason?

I presume that it wasn't considered part of core. However, I would have at least expected an extension. @Michelle (Moseman) Miller ?

Correct, when Patient Care reviewed FamilyMemberHistory against the Event pattern, we didn't think performer applied. If you disagree and would like an extension added, then please log a change request with additional details on the use case, such as what is the function of that performer?

In Procedure (as an analogy), we don't consider the recorder (=who.author) as a performer (=who.actor). If we take the same stance here, then I think you might be asking for a new recorder (=who.author) --- not performer (=who.actor)

If you log a change request, Patient Care can discuss whether you want the recorder or the performer. I suppose there can be a difference in who collected the information versus who keyed it into the system
