I see slightly different descriptions of the FMM in the current STU3 (http://hl7.org/fhir/2016May/resource.html#maturity) and the HL7 wiki (http://wiki.hl7.org/index.php?title=FHIR_Maturity_Model). If I has to guess, I'd say the wiki is authoritative. Not a big deal, but these should be consistent.

Compared these two pages and it appears that on resource.html the FMM numbering is off: FMM0 should be FMM1, FMM1 -> FMM2, etc. A "0." bullet was added at start but it has no FMM0 tag.

that wording has caused much confusion: 4. FMM3+ - that should be read as level 4 is all the conditions of level 3 and also... but everyone mis reads that. I have fixed this in trunk
