- is there a reference implementation (source code level or detail design level) of VMR which we can learn?
- FHIR is the interoperability standard for information exchange. however FHIR resources actually are all patient record related info, therefore there must be a fair overlap between FHIR resources and VMR, right?

Yes, I would say that FHIR provides a good foundation for defining a virtual medical record. The QI-Core profiles, and specifically the QUICK logical view/model are what the CQI and CDS work groups have been working towards.
