we don't have such concept as 'care team'-we can just answer with empty response and this shall be acceptable certification wise?

US Core is not a certification, it's a specification supporting USCDI. What certification are you asking about?

US Core/USCDI doesn't tell you that you have to output all those resources or support the endpoints. They tell you that if you have data that matches those definitions then you have to have the endpoints and populate resources. If you don't have data, then you don't need it at all. (I am not a lawyer).

If you are looking for the 21st Century Cures g(10) certification, then you'll need your lawyers to verify, but I think the expectation is that CareTeam must be supported in order to certify for g10.

g10 requirements have been a bit of an issue for us as well. We initially thought that g10 was only imposing interoperability requirements. However, given how the regulation and US Core spec work together, there are cases where g10 also seems to impose functional requirements. E.g. you must support collecting Goal target due dates, or CareTeams, etc.
