I'm trying to understand how to handle time zones for date search parameters and could use some clarification regarding the following passage:
"Where both search parameters and resource element date times do not have time zones, the servers local time zone should be assumed."

I found the phrasing of this to be a little confusing. Is it correct to interpret this as saying "When working with FHIR date times that don't have a time zone specified, the servers local time zone should be used as a default."? Any guidance is appreciated.
