Can I also get some clarification on Encounter.hospitalization.specialCourtesy - Can this be used to denote special needs/requirements? What is the purpose of this element?

Hopefully the example binding gives some sense of the use. It identifies patients as being VIPs, clinicians, staff members, etc. that may result in special protocols being adhered to (including additional monitoring of records to ensure appropriateness of access). Special needs would be covered using specialArrangement
