The current defined scope of Encounter is to narrow for two use-cases which i'm currently dealing:

  • (virtual) tumor boards: health professionals are discussing a case, but the patient is not present, but the "reason" and subject of the encounter.
  • contact tracking: when tested positive on specific disease (e.g. covid19) you have to capture the recent contacts to other persons. Encounter fits structurally well, better than observation imho, but the encounter scope doesn't include this use-case.

We definitely support the first one, and will be updating the spec to ensure that is clear. The second I'm not sure on, that might work for contacts in the health system, but outside that hasn't been used.
As you point out structurally could work, but likely doesn't capture contacts between patients.
