No requirement at the moment but as an EU citizen, it's the two identifiers I have with me regardless of where I am (including the UK).

A Driving License is issued by an individual country, and as such one would have (at least) 1 URL per country. IHIC leverages the person id number as used by the member country (ditto, at least 1 URL assigned by the member state).
IHIC has the "identification number of the card" - now that would be a EU wide id scheme. Perhaps @Alexander Henket knows the URL for it - I haven't searched for it, but I also don't happen to have seen it up to now.

Questions exists more than there are answers here. We never solved it for OIDs in V3 and may never solve it for system URIs in FHIR.
EHIC Policy ID, EHIC Insurance Company ID, Driver's License and even Passport Number have so far found no place in any cross border use case for us so we lacked incentive to solve it.
For Passport Number there at least is an OID scheme "2.16.840.1.113883.4.330" + ISO country number from 3166-1. It might be that the solution for the other concepts is along the same lines, but we never got to that

Please note that in general, inventing new system URIs where OIDs exist and are implemented is a big nuisance and a potential for interoperability problems. -- Anyone who knows me, knew I needed to say this… after > 10 years of educating our implementers on OIDs we are being butchered over the introduction of system URIs for the exact same thing that we have been using OIDs for all these years.

As a developer I was hoping for a Patient system uri would be something like https://fhir.europa.eu/ehic/pin and value something like 'UK98761234' (field 6 of the EHIC).

Am I correct in thinking no European countries have specified a national API spec using FHIR similar to argonaut? (NHS@England (UK) CareConnectAPI is currently approaching initial RFC release). So my question was a little premature. German, Austria, CH have done a lot of work on national profiles and FHIR is being used by organisations (messaging and API).
