This ValueSet: http://hl7.org/fhir/valueset-endpoint-payload-type.html has the same code urn:ihe:pcc:xphr:2007 used twice. Is this intentional or a bug?

ah, the valueset-endpoint-payload-type has not really composed the valueset from the codesystem, but rather has copied them in to their XML file.
