When we added the ability to deprecate parts of the standard we also added the ability to subsequently withdraw them. I believe someone said we needed to retain withdrawn elements to ensure we don't make new elements with the same name. Does that mean we need a Standard Level of "Withdrawn" on the versions page in 2.7.0.1 The Standards Development Process? @Lloyd McKenzie
