Are the tools behind the ResourceContent opensource (and/or what tool is it)? I'm presuming it takes a fhir profile and generates the html to stick into a web page.

yep. all autogenerated, all open source. all packaged up for re-use in a wider context (though some of it has extensive preconditions to run)
