Reviewing DiagnosticRequest and see that stage is typed as codeable concept but list is an enumeration. Shouldn't this be typed as a code?

actually, it's just that the short description describes it as if it's an enumeration, but it's not

the short description should have a + since it's extensible. But otherwise I think that's ok, even though it might be misleading at first extension

stage is getting renamed intent and will be changing to "code", with a value set that varies slightly from request resource to request resource based on business convention
