I have multiple devices ( Medication dispense cabinets) at multiple locations.
What is the best way to denote the inventory (medications) of a device? Should I do a custom operation, such as /Device/{id}/$medications? Does anyone have a better way?

I find it interesting that your medication location is a device (which it is). But I would prefer to also support non-device locations (e.g. shelves)

Sure, it's a Machine, ATM, that dispenses the medications. So thought a location for the device, and medications in the device. But I am very open to other ideas.
