The Gforge comment GF#9443 proposed redefining the .issued element in Observation and DiagnosticReport as the original date the report or observation was reported. No decision has been made and since I think this would be a significant reinterpretation of this element, I wanted to get some implementer feedback here before we discuss it further in the workgroup. As far indicating the original date of the report or observation there are other ways to deal with it such as:
- Using the Provenance resource
- versioning the resource the resource and using the
historyinteraction - extensions

I agree that the current definitions and comments do not make the subtleties of .issued clear enough.
I like @Eric Haas' explanation in GF#9433.
