Topic: CoveragePlan PlanID Clarification

What is the intent for the PlanID.value (in FormularyDrug) and identifier (in CoveragePlan) fields within the PDex Drug Formulary IG? Our organization is located within a state that has its own exchange and doesn't participate in the federal exchange where QHP HIOS IDs are assigned.
Is the PlanID supposed to be something that is visible to providers and patients via their insurance card in order to support the use cases wherein PlanID is referenced as a search parameter? Or is an internal value sufficient?
