Sorry, I don't know why there are four copies. That's wierd. I mean if the Group Resource could be used to build patient registries for population health management according to the risk stratification and resulting cohorts.

The short answer is yes, Group is designed for cohort management for both actual and potential groups. IT would make sense that risk stratification wold be used to assigned patients/others into Groups. This would facilitate prep for Measures and MeasureReports.
