If i want to define a constraint concerning the repetitions of a certain element (but not the elements directly), e.g. "In all repetitions of Identifier, all identifier.system values must be unique" , should this constraint be defined on the repeating element (here: identifier) or one the element containing the repeating element (e.g. Organization resource root)?
