Should the root level Consent.provision has cardinality 0..* as well instead of 0..1? I.e., to allow express a set of permitted and denied rules in a single Consent resource instance, rather than in two, one of which is dedicated to restricted rules and another to allowed rules.

the root level provision sets the context. It is only the levels below the root that are setting rules
