In our use-case the consent is sent electronically to our FHIR Server, but before usage of the consent the consent original (paper) has to be verified.
Consent.verification is patient/relatedPerson scoped, could this be extended to also supporting Consent verification with an paper based original? This also would imply a new Consent.status before active: "not-confirmed-yet" or smth similar.

create a Change Request. I am sure the committee will consider it.
