In DSTU2 where is SearchParameter referenced from the Conformance resource? If we want so specify a search path based on an extension, this is what we should use isn't it?

Why are these not references? If I wanted a bundle of a Conformance resource and everything it links to, I assume I will not get these then.

I think the main answer is how they came about - logical rather than literal references because of what was in place before

Yes, I would consider changing this, though the references may then well be uris to, to support fetching these by canonical urls rather than by "real" url. Part of a larger discussion, but useful!
