For context, a new COVID-19 IG [2] has:
- profiled Condition to represent symptom presence, despite base spec guidance [3] that generally says use Observation.
- profiled Condition to represent symptom absence, despite base spec guidance [4] that says use QuestionnaireResponse or Observation.
