is for different parameters, $
is for values of the same parameter - examples are further down. Wording is confusing, there might even be a Jira ticket to improve it.

It's not wrong, but agree the verbiage is confusing. Suggest replacing the sentence with "Composite search parameters allow combining multiple values into a single parameter." The discussion of the use of '$' happens further down after we're finished talking about 'and' and 'or' mechanics, so it would be best to not list it before. Care to submit a change request @Brendan Keeler?
