Is there best practice for prescribing products that have different items in one pack e.g. two types of tablets for migraine. You take the first type once (pink), then take the second every 4 hours (yellow).

You want to request that the product dispensed is the combination product, but you want to request that they take the right tablet with the right timing and instructions.

Codes exist for the combination and the individual parts. One MedicationRequest or two?

It would be a single MedicationRequest. The combination product that has likely has an identifier/code of some sort (in Canada, it would be the HealthCanada Drug Identification Number or in the US, the NDC). You would have different dosage instructions for the two parts. There is an example where the product is a kit that contains a vaginal suppository and a topical cream. http://build.fhir.org/medicationrequest0339.html
