A few implementers want to add a formal code to parts of an address (usually state and/or country). You do this with an extension. But we don't have a standard defined extension.
Except that we do. http://hl7.org/fhir/StructureDefinition/iso21090-SC-coding. Only, the way it's defined is extremely obscure. About 3 of us would know that this is the right extensinon. MnM just decided to rename the extension so that it's not obscure. (it would naturally be http://hl7.org/fhir/StructureDefinition/string-coding)
