Hi, can I define a CodeSystem without meta.profile? Or do I have to use http://hl7.org/fhir/StructureDefinition/shareablecodesystem for meta.profile?

Why not? meta.profile is not required.

You never have to declare meta.profile. Declaring a profile doesn't mean it'll be validated against, and systems can choose to validate against profiles even if they're not declared in the instance.
