I cannot find the code system for MedDRA codes, can someone point me to it? In our implementation, we need to code adverse events (Blood toxicities for medical and radiation oncology) using MedDRA codes.

Its a commercial coding system so you have to get a license from MMSO. You may be able to get a developer or research license. It depends on your usage.

How would be best to handle allocating the URI? It's a general issue that we discussed again yesterday on the Vocab tracker issues call. We have a number of similar outstanding requests. We (Vocab WG or FHIR and HL7 more generally) can try to accommodate all of the requests that we receive, but I think pretty soon that's likely to become very difficult to maintain and probably unmanageable.
