Does the In-Progress status for a clinical impression mean that the condition related to the impression has not been confirmed or that the impression is in-progress of being made?

ClinicalImpression isn't terribly mature. It's quite possible the state machine hasn't been well thought through yet. Based on the default 'event' meaning, it would mean that the action of making the impression is still in progress.
