It's defined in SearchParameter: http://hl7.org/fhir/2020Sep/searchparameter-definitions.html#SearchParameter.chain
This obviously creates a complication where the server only implements a subset of chained search parameters

Could a server support chained parameters without declaring it in the capability statement? I believe Vonk and HAPI support chaining but cannot find chained parameters declared anywhere in their statements.

Ah just reread and found "Systems are not required to list all the chain names they support, but if they don't list them, clients might not know to use them."
