Shortly before we went to ballot I submitted GF#17661. It proposes renaming 'context' to 'encounter' and changing the type from Reference(Encounter|EpisodeOfCare) to Reference(Encounter) and adding an extension that supports 0..* Reference(EpisodeOfCare). The rationale was that a given Observation might well need to be tied to both an Encounter (the Encounter where the Observation was captured) as well as multiple Episodes (e.g. a pregnancy and the patient's hypertension). As well, Encounter is widely supported, but EpisodeOfCare is not. This got applied to Observation. I've just raised a change request (GF#17901) to update the Request and Event patterns to make the same change.
