Notice for all implementers: one of the bigger changes in R4 will be a sweeping change to terminology canonical urls - that is, specifically, CodeSystem and ValueSet URLs. Many URLs are changing to be based on http://terminology.hl7.org instead of hl7.org/fhir). The v2 and v3 content has already changed in the draft at build.fhir.org, and I will be migrating any value set or code system where the system URL appears in instances (e.g. Coding/CodeableConcept bindings) to terminology.hl7.org as well.

Thanks for the heads up, Grahame. Does this affect IGs that target R3 but are built using R4 tools? In other words, should R3-based IGs that are currently under development use the older terminology URIs or the new ones?

Hello, has this exercise been completed? In terms of a sweeping change, was the change to http://terminology.hl7.org going to apply across all CodeSystem and ValueSet URLs in use by R4 resources? I've noticed in AllergyIntolerance that some ValueSets refer to CodeSystems hosted at http://terminology.hl7.org while others refer to CodeSystems at http://hl7.org/fhir/, so some explanation of the approach taken will help us plan locally.

we moved everything where the URL appears in the instance. We have not yet decided whether to move the rest, but we probably will, subject to some procedural stuff being sorted out
