Terminology binding for this element is urn:ietf:bcp:13. That means CapabilityStateme.format could be any value in bcp:13, such as application/pdf

And in US Core, the CapabilityStatement page (http://hl7.org/fhir/us/core/CapabilityStatement-us-core-server.html#title) states that
Supported formats: xml, json
Do that mean the CapabilityStatement.format could be only of these two values, or also including corresponding MIME types, such as application/json, application/fhir+json
