Considering an use case of a care giver attesting an Advance Care Planing document on the patient's behalf, does composition resource in (STU3 or current build) allows RelatedPerson profile to be a Resource Reference for Conmposition.attester.party?

There's no current support for that, but you can certainly submit a change request (using the "propose a change" link at the bottom of any page in the specification).
